Knysna has always been the gem of the Garden Route. The town nestles between the impressive Outeniqua Mountains and the Indian Ocean, with the world renowned forests encircling it like a protective mantle. The award-winning 21ha estuary is protected from the sea by the monolithic sandstone "Heads" - silent, centuries old sentinels of the rich history of this unique part of paradise on earth.

The municipal area covers a total of 1059 km² that stretches from Swartvlei in Sedgefield in the west to Brackenhill in the east. It includes Sedgefield, Karatara, Buffalo Bay, Rheenendal, Brenton and Noetzie.

The areas that fall under the Knysna Municipality area of jurisdiction include Sedgefield, Belvidere, Brenton-on-Sea, Brenton-on-Lake, Karatara, Rheenendal, and Buffelsbaai. For the purposes of this WSDP, the management area of the Knysna Municipality has been divided into two groups: Knysna Group and Sedgefield Group. The Knysna Group consists of Wards 3 to 8, while the Sedgefield Group consists of Wards 1 and 2.

The WSDP is complementary to the Integrated Development Plan (IDP) process in order to comply with the Water Services Act.

Knysna is in many ways a microcosm of South Africa: beautiful, vibrant and diverse.

All municipalities that act as Water Services Authorities (WSA’s) are required, by the Water Act (Act 108 of 1997) to produce a Water Services Development Plan (WSDP) for their water and sewerage (sanitation) systems.

Knysna Municipality is committed to bridging the gap between the extremely rich and the extremely poor and that could not be better expressed in the Municipality vision and mission statement:

Knysna, where people and nature prosper!

To provide affordable quality services, alleviate poverty, and facilitate social and economic development in the Greater Knysna municipal area through integrated development planning, skills development and the sustainable use of resources.

The purpose of the WSDP is:

  • To ensure effective planning
  • Communication by the Knysna Municipality as the WSA
  • To assist in effective monitoring and evaluation
